Fed is said to have scaled back banks' capital shortfalls

After two weeks of negotiations, the Federal Reserve reduced the amount of capital shortfalls facing some of the banks involved in the stress tests. Also, bank executives and government officials said the Fed's measurement of capital levels is different from and more generous than what was expected. Officials are defending the way they handled the reviews, which were warmly received by markets.
