Proposed federal budget would increase funds for disability services

President Barack Obama's proposed 2010 budget would allot $11.5 billion for special education, $211 million for autism research and awareness and $125 million for mental-health care for children and teens with emotional disabilities. Additional funds would be dedicated to Social Security, civil rights and independent-living programs.
