Short on cash, N.Y.-N.J. Port Authority turns to private sector

With its financing capacity tight, the Port Authority of New York and New Jersey is turning to the private sector. The agency is asking private investors to foot the bill for a new Goethals Bridge, which links Elizabeth, N.J., and Staten Island, N.Y. The agency would then lease the bridge and operate its tolls.
