Community groups take on FCAT

South Florida community activists are threatening to boycott the state's tourism, sugar and citrus industries if Gov. Jeb Bush doesn't find a way to reduce the number of students who may not graduate from high school because of failing FCAT scores. The state said last week that an estimated 13,000 students would not get diplomas.
