Senate replaces export-tax incentive with other business perks

A bill that overwhelmingly passed in the Senate yesterday -- in response to a World Trade Organization ruling that found export-tax incentives illegal -- repeals the measure and replaces it with a general tax cut for domestic manufacturers that will be offset by other revenue raises. Special interest projects also were added to the bill, with many lawmakers saying the spending would boost hiring.
