Baltimore district now deficit-free

The Baltimore school system has finished repaying a $42 million loan from the city that kept the district from being taken over by the state two years ago. In separate statements, political foes Gov. Robert L. Ehrlich Jr. and Baltimore Mayor Martin O'Malley took credit for the district's return to financial health.
