Moderate earthquake could collapse California levees

A moderate earthquake could break California's levee system, flooding 400,000 homes, according to a computer-generated study. A magnitude 6.5 earthquake has a 6.8% chance of occurring in 50 years. "Your levees are not seismically safe. They're just piles of dirt," said retired Brig. Gen. Gerald Galloway of the U.S. Army Corps of Engineers.
