Appeals court ruling on Alaska offshore plan seen as unclear

A spokeswoman for U.S. Sen. Mark Begich, D-Alaska, said that the Interior Department will ask a federal appeals court to expound on its recent ruling that a five-year plan for offshore leasing in Alaska did not receive sufficient environmental review before it began. Begich and other lawmakers, including U.S. Sen. Lisa Murkowski, R-Alaska, have said it is unclear whether the court intended to invalidate leases already issued under the plan, which took effect in 2005.
