Environment group asks Calif. governor to amend cap-and-trade rule

The Sierra Club of California has asked California Gov. Jerry Brown to alter the state's cap-and-trade program, saying the measure could hamper efforts to reduce global carbon emissions and promote green jobs. The cap-and-trade rule allows industrial plants to reduce their carbon emissions by purchasing out-of-state offsets, a provision that the Sierra Club criticized.
