Schools should first consider their existing relationship with the Internet before embarking on new online- or blended-learning initiatives, writes Lawrence M. Paska, the New York State Education Department's coordinator of technology policy. Where a school falls on the continuum of technology integration and access will help determine its readiness to implement such a program and manage the challenges that it brings, Paska writes.
