Expert: Many buildings not designed for strong China quake

In an interview, Weimin Dong, an expert on earthquake engineering, says many buildings in the area of the massive earthquake that struck China this week were not designed for such a strong quake. Dong said the Chinese government likely can't afford to upgrade all of the older buildings that would need to be retrofitted to handle a strong quake, although they do try.
