U.K. eyes carrier limits on owning wireless spectrum

Mobile-phone companies would face a cap on the amount of digital radio spectrum they could own under a new U.K. government proposal designed to promote universal broadband service and provide all five of the nation's carriers an equal shake at the market. The plan, outlined today by the Independent Spectrum Broker, would require capped-out operators to sell their spectrum only if they want to bid on other frequencies.
