Pit bull ordinance in New Jersey city fails

Following a public outcry, the Garfield City Council in New Jersey voted down an ordinance Wednesday that would have imposed tougher restrictions on pit bulls in the area. The measure would have increased the licensing fee for pit bulls to $100 and would have required owners to leash and muzzle their pets as well as obtain liability insurance.
