TARP watchdog scrutinizes fund for small-business lending

The Congressional Oversight Panel of the Troubled Asset Relief Program said the White House's proposed lending fund for small businesses might not get off the ground quickly enough to help the economic recovery. The panel released a report that scrutinizes TARP programs, saying they have shown "poor performance" in assisting small businesses. "The continued recessionary environment, with soft demand for goods and services, is inhospitable to business expansion and lending generally," according to the report.
