Proposal would allow N.Y. city newsstands to sell more

The New York City Council will consider a measure that would raise the price limit enforced on newsstands from $5 to $10, allowing them to sell items such as cell phone chargers and camera batteries that are increasingly in demand. "We need to keep up with the times and help ensure these small business owners can continue to compete and succeed in our city," Council Speaker Christine Quinn said in a statement.
