Complications push California bridge cost past $1 billion

California's Benicia Bridge was originally expected to cost $384 million, but environmental and other complications have repeatedly delayed the project and pushed its price tag to $1.06 billion. Along the way, Caltrans and contractor Kiewit-Pacific have had to accommodate concerns about shipping lanes, find a way to contain underwater noise in order to protect endangered fish, and invent a solution for the unexpected problem of crumbling bedrock.
