Officials say passport/passcard rule will begin in January

Although lawmakers in border states have been working to get the rule that requires a passport or passcard to cross the Canadian border altered or delayed, government officials say the rule will take effect in January. The rule is part of the Western Hemisphere Travel Initiative, which was created by Congress to tighten security along both the Canadian and Mexican borders.
