When changes to the H-2B visa program cut 130 seasonal workers from his payroll, Chicago-area landscaper Frank Mariani held weekly job fairs and offered $500 for referrals. Even so, he now finds himself short 30 employees as he enters his busy season, and he has no doubt where the blame should lie. "I'm trying to live by the laws, and the federal government is the worst partner you could ever have," he says.
