Weakness persists in April construction starts

April construction starts declined 3.4% from year-ago levels, according to Reed Construction Data. The starts are 38% below starts in December 2008, but analysts say the volume decline is actually more than 38% because April is a stronger season than December. They say funding from the economic-stimulus package will soften the recession's impact on the institutional and commercial building markets.
