Government dips into airport improvement fund to save towers

President Barack Obama signed a bill into law on May 1 to stop the airline flight delays and keep the air-traffic control contract towers open until Sept. 30. The money needed to stop the tower closures, however, is coming from unobligated funds in the Federal Aviation Administration's Airport Improvement Program.
