ICAO has yet to resolve emissions plan, government officials say

The International Civil Aviation Organization continues to work toward resolving key components of an emissions plan, and some say it may not meet its goal of drafting a global agreement to reduce aviation emissions by a September deadline. "We hoped that they would bring to the table some ability to find some compromise," said Kerryn Macaulay, Australia's representative to ICAO.
