Md. city council advances bill making contractors hire residents

The Baltimore City Council has preliminarily approved a bill that would require certain contractors to hire residents for at least half of new hires. The city's Law Department says the measure is unconstitutional, and businesses say it would be a burden. A final vote is scheduled June 3.
