Regulators struggle to tame issue of "too big to fail"

Regulators, politicians and other officials are striving to ensure that banking systems worldwide are stable while also vibrant and innovative. However, fundamental flaws in the system remain. Regulators continue to struggle with the idea that some financial institutions are "too big to fail." Although they have made changes to ensure major banks do not fail, officials are being cautious.
