Ariz. city budget would boost services 3 years straight

Phoenix City Manager David Cavazos has proposed a general-fund budget of $1.12 billion for fiscal 2014, $12.6 million more than the budget for this fiscal year. The increase would mark the third consecutive year of added or restored services. Cavazos' proposal also would put millions toward after-school programs, more emergency responders and street maintenance and improvement.
