UN: Sanctions have slowed North Korea's nuclear program

A United Nations expert panel says North Korea's nuclear program is being stymied by sanctions. "While the imposition of sanctions has not halted the development of nuclear and ballistic missile programs, it has in all likelihood considerably delayed [North Korea's] timetable," the panel wrote in a report to the UN Security Council.
