NAACP Threatens Discrimination Lawsuits Against 22 States

The NAACP says 22 states missed a Friday deadline to outline plans to address racial disparities in schools, including why blacks and Hispanics are overrepresented in special education classes and underrepresented in gifted classes. The U.S. Department of Education says most of the NAACP's complaints are addressed by the No Child Left Behind Act.
