Texas ELL students never evaluated

A new Austin, Texas, database to track students with limited English skills has revealed that as many as 2,000 were never evaluated to determine whether they needed bilingual or ESL instruction. "When we discovered this, we were all shocked and heartbroken," said Martha Garcia, the district's executive director of bilingual education.
