Clean-air-permitting programs in Texas are under EPA scrutiny

The Environmental Protection Agency is seeking to bring some of the permitting programs of the Texas Commission on Environmental Quality into compliance with the federal Clean Air Act. The TCEQ's "flexible permit" program, which the EPA says makes the inspection process more difficult, could prove to be a sticking point in the discussion, according to TCEQ Chairman Bryan Shaw. New draft rules are expected to be released for public comment soon.
