Risk factors need mitigating to keep $5.16B rail project on budget

Honolulu's $5.16 billion transit project will soon be soliciting bids, but a report by the Honolulu Authority for Rapid Transportation says the project faces "four risk factors" going forward, including rising costs for materials and labor and rising interest rates. The agency says it will keep a close eye on all work to help mitigate the risks and keep the project on budget.
