Abuse against people with disabilities may be hard to prove

Few allegations of abuse against people with mental disabilities result in criminal charges in part because the cases are difficult to prove, according to a Houston Chronicle analysis of three years of data. Only 4% of the 2,814 cases that the Texas Adult Protective Services agency considered to be abuse were proven as such, the paper found.
