Experts warn U.S. not to repeat European carbon blunders

Analysts say U.S. lawmakers, under pressure from lobbyists to hand out free carbon permits, face some of the same pitfalls that plagued Europe's cap-and-trade system. Some say the European allowances were ineffective in protecting consumers from price increases and undermined the strength of carbon trading.
