Educators debate value, future of teacher tenure

Educators in California are divided over the value of teacher tenure as many school districts move to lay off teachers because of state budget cuts. "If a teacher is not effective and has been given support to improve, he or she should not be given a job forever because of tenure," one superintendent said. Others say teacher tenure -- which California adopted in 1921 -- offers important protections to veteran teachers and ensures a large enough workforce to educate the state's 6 million students.
