North Carolina dog inspires proposed animal-abuse law

North Carolina state Sen. Don Vaughn is pushing for the creation of Susie's Law, a bill that would elevate animal-abuse offenses to a higher class of felony to allow jail time as a penalty. The bill was inspired by Susie, a dog from Greensboro that survived an extreme case of animal cruelty.
