NAACP challenges plan to break up Omaha district

The NAACP has filed suit alleging that a plan to divide Omaha, Neb., into three districts by neighborhood -- thereby creating a largely black, largely white and mostly Hispanic district -- intentionally promotes racial segregation. State Sen. Ernie Chambers, the only black in the Legislature, sponsored the bill to give minorities more control over their schools.
