Bus tour reveals sluggish rebuilding in New Orleans

Gray Line's "Hurricane Katrina" tour has become one of the biggest draws for the bus tour company in New Orleans. The tour shows the effects of the storm, which flooded more than 100,000 New Orleans houses and displaced more than 1 million people. Rebuilding is moving slowly because of the scarcity of affordable homeowners' insurance. Additionally, a federal program has been slow to disburse grant money to eligible residents.
