EU's Barnier wants new agency to oversee credit rating agencies

Michel Barnier, internal-market commissioner for the EU, told finance ministers that credit rating agencies should be supervised by a new agency, the European Securities and Markets Authority. Barnier's proposal, which would give regulators access to methodologies and information about such agencies' past ratings, is in addition to regulations that would require the agencies to register with a central database.
