State treasurers question proposals on derivatives, ratings

The National Association of State Treasurers sent a letter to Senate banking committee Chairman Christopher Dodd, D-Conn., warning that measures in the regulatory-reform legislation would hinder states' ability to participate in certain derivatives markets. The group opposed the imposition of a fiduciary duty on dealers that serve as counterparties to municipalities and other public entities.
