Arizona appeals court says vouchers violate state's constitution

Two Arizona voucher programs for foster children and students with disabilities to attend private schools are unconstitutional, a state appeals court panel ruled 3-0. The decision reverses a trial judge's ruling that allows the programs, which grant parents thousands of dollars to pay for their children's private-school education. Voucher supporters reportedly plan to appeal the ruling.
