Arcandor turns down Metro's proposal to merge chains

Arcandor said it is opposed to the proposal to merge its department-store chain with that of competitor Metro. The move comes as Arcandor seeks aid from the German government. Metro, meanwhile, is opposed to such state aid. An Arcandor representative said combining the department stores would not likely solve the retailer's issues.
