Column: Recession has mild effect on education construction

Funding from the economic-stimulus package has curtailed what would have been a deep recession for education construction, writes Jim Haughey. He notes that the $200 billion in aid from the package will defer most of the effects of the economic downturn until 2011-2012. Meanwhile, state and local governments are delaying projects until their budget positions strengthen.
