Senate Democrats were unable to win the 60 votes needed to end debate on an overhaul of financial regulation and move toward a final vote on the legislation. Sens. Maria Cantwell, D-Wash., and Russell Feingold, D-Wis., joined Republicans in opposing the procedural measure. Democrats said they will try again. "I remain optimistic," said Sen. Christopher Dodd, D-Conn. "I am confident that we will have another vote on this, that there will be the necessary votes to allow us to have a final vote on the passage of this legislation."
