Commentary: Derivatives rules could end big banks' advantage

Paula Dwyer, a member of the Bloomberg View editorial board, writes that the Commodity Futures Trading Commission recently approved Dodd-Frank Act rules that should improve the derivatives business for corporate end users. The law requires most swaps to trade on swap-execution facilities, Dwyer notes, and Bloomberg plans to launch one such SEF.
