John Ramsay, acting director of the Division of Trading and Markets at the Securities and Exchange Commission, defends the SEC's approach to applying its derivatives rules to cross-border trading. In this letter to the editor, Ramsey says the SEC would force foreign businesses to comply with its rules only in the event that their home country's requirements aren't comparable.
