Mass. mayor eyes tax-cap override to avoid layoffs, fee increases

Northampton, Mass., Mayor David Narkewicz has proposed a $96.2 million budget, which might increase by $2.5 million if a cap on property-tax increases is overridden by voters next month. The budget proposal would cut 15 jobs, eliminate school buses and increase fees for sports and school lunches. A cap override would prevent such measures.
