Heavy rains that caused widespread flooding in 2006 show the desperate need for storm sewer upgrades in El Paso, Texas, according to an editorial signed by several local engineers. "If there is a villain in this story, it is poor planning and failure to budget sufficient funds for maintenance of our storm water system for many years," they argue.
