DOT inspector discusses airlines' on-time performance

Calvin Scovel III, inspector general for the Department of Transportation, said airlines have increased their on-time performance because of reduced capacity, less passenger traffic and new carrier fees. In prepared testimony for a congressional hearing, Scovel said government efforts to combat congestion were less of a factor than efforts by the airlines themselves.
