Obama administration might create financial-products regulator

Senior officials in the Obama administration are considering giving an existing agency the power to police consumer-oriented financial products, such as mortgages and mutual funds, or possibly establishing a federal agency for that purpose. Many questions remain, such as whether the authority would extend to insurance, an industry that is regulated at the state level.
