Construction starts are up, but rebound could be short-lived

New-home construction starts rose by nearly 6% in April, but building permits -- an important indicator of future trends -- slumped by 11.5% to the lowest rate since October. Analysts say the Commerce Department figures could presage a second housing slump now that the window for federal tax incentives has closed.
