U.S. aims to split energy regulator into 3 agencies

U.S. Interior Secretary Ken Salazar proposed that three agencies be created to take over the work of collecting royalties for offshore oil production, enforcing safety regulations and leasing the offshore seabed for energy projects. "These three missions ... are conflicting missions and must be separated," he said. The plan comes a month after a blowout on a BP oil rig caused a massive spill in the Gulf of Mexico.
