Pet-scan bill in Illinois heads to governor

The Illinois House has cleared a bill meant to help reunite lost pets with their owners. The bill would mandate that animal-control facilities in the state do pet microchip scans twice and carry out other methods to identify lost pets, among other measures. The measure is awaiting action by Ill. Gov. Pat Quinn.
